No and yes.

No, some of the audio CD cheating/lockout/anticopy functions are not 'corrected' by Linux tools (though some items in those categories are addressed in Linux) and yes, there is a program (and also a format) where you can RIP a CD (and/or create an image of an audio CD).

Try GRIP as a program to rip audio CDs, and you could try mkisofs if you wanted an exact copy of the CD and store that copy on the hard disk as a file that can be mounted as a folder. Also look into KDEs Konqueror browser, which can provide ripping functions as a built in feature, if configured properly.
