Welcome to the lug "cmynott"
I have never seen a "lts.conf" file but all system files can only be altered by "root" user, Most often done by openning the file with a text editor such as Kwrite and saving the changes. :

You would need to know the root password for the terminal server, I think.

To edit files as root you have several options, among them:
- open a console and "su" to root and edit the file with the editor of your choice
- if you prefer a gui editor click tke "K" menu go to "System Tools" - "File Manager - Super User Mode" and click on that. It will ask you for your root password. Browse to the /opt/ltsp/i386/etc directory and right click on the lts.conf file and click open with and choose the text editor you want to use.
- log in as root and browse to the file and edit it as explained above.
